This surgery is termed blepharoplasty, and can be carried out alone, or with other facial procedures such as facelifts or brow-lifts. It can repair upper eyelids that droop, or puffy bags beneath the eyes. Both these features can make one look older and more tired than is actually the case, and can also impact on vision. What this operation won't do is remove 'crow's feet' and other wrinkles, nor will it affect dark rings under the eyes, or raise drooping eyebrows.*
People from Asian ethnic backgrounds may find that they can develop an upper eyelid crease, but they should not expect this procedure to remove all trace of their racial descent.
